Anyone driving a car in Spain should be aware of the basic requirements.
What you should have with you in the car at all times
Proof of id, ie picture driving licence or passport
Fluorescent jackets, one for each car occupant. Carried inside the car, so they can be put on prior to exiting the car
Two warning triangles, in case of break down
Spare set of bulbs for the car
Tools to change the bulbs
Car insurance certificate
A spare set of glasses if you wear glasses

If you get stopped by the police at any time and they request that you exit the car, put your fluorescent jacket on. If you don't, it could result in an instant fine

Spanish car hire companies will hire you car. But they do not supply the triangles, spare bulbs, tools or fluorescent jackets.

Spanish law states that it is the driver's responsibility to provide these items and not the car rental agents

This seems to be a regular occurrence with many car hire company's in Spain
